So your total armor is 29 armor, which is essentially the same as 28 armor. That means adding an odd number armor (7) will make you defend exactly the same as an even number armor (8).
29+9=38 = 28 avg reduction
29+8=37= 36 = 26.5 avg reduction
29+7=36 = 26.5 avg reduction
So if you choose between zaoan and dwarven with that set, dwarven is better for sure. For glegs to be better you have to get the same or better than an average 1.5 reduction. You also have to consider the 5% physical protection from your helmet. You could consult

Item resistance research article, but I will sum it up for you:
1. The highest resistance is calculated first, result is rounded down.
2. The next highest resistance is taken off that number, result is rounded down, etc.
3. After resistance, your armor is then taken off.
So based upon your set with 5% and 3% here are the damage ranges and the subsequent reduction in health:
1 dmg = 1 reduction
2-20 dmg = 2 hp reduction
21-35 dmg = 3 hp reduction
36-40 dmg = 4 hp reduction
41-60 dmg = 5 hp reduction
61-70 dmg = 6 hp reduction
71-80 dmg = 7 hp reduction
81-100 dmg = 8 hp reduction
101-106 dmg = 9 hp reduction
107-120 dmg = 10 hp reduction
etc...
If you wore golden legs instead (I added only the 1.5 extra taken off from armor and took away % from dwarven legs)
1 dmg = 1 hp reduction
2 dmg = 2 hp reduction
3-20 dmg = 2.5 hp reduction
21-40 dmg = 3.5 hp reduction
41-60 dmg = 4.5 hp reduction
61-80 dmg = 5.5 hp reduction
81-100 dmg = 6.5 hp reduction
101-120 dmg = 7.5 hp reduction
etc...
If the average damage is above 36 damage its better to use dwarven legs than golden legs.
